European Directive ATEX 1999/92/EC explains clearly (Annex II A 2.3) that "prevention of ignition hazards must also take account of electrostatic discharges, where workers or the working environment can act as charge carrier or charge producer. Workers must be provided with appropriate working clothes consisting of material which do not give rise to electrostatic discharges that can ignite explosive atmosphere".

In fact, in most cases, workers are charge carriers as they generate charges with their movements or by influence, or charge accumulators because they are insulated or from earth. They are for these reasons, in same time, active potential sources and target of physical consequences. To be antistatic, a certified overcloth must be checked in accordance with EN 1127 and EN 13463-1 regarding Risk Analyse, EN 1149-1 or EN 1149-3 regarding Antistatic Properties, and also EN 1149-5 concerning Antistatic and Charge Dissipation Performance.
